This high profile $2.9 million project overseen by Project Manager Charles Buckingham was completed two months ahead of schedule, within budget and accident free. The award was presented at the U.S. Army Corps of Engineers Annual Workshop held at the Hale Koa Hotel on May 5, 2011. President Mathew Lee accepted the award from LTC Douglas Guttormsen, Commander and District Engineer, USACE, Honolulu District on behalf of the company and Mr. Buckingham.</p>

<p>But, within three years of launching Elite Pacific Construction, the economy began to sour, private construction jobs dried up, and the competition for public works projects became fierce. More and more companies, including many from outside Hawaii, turned to lucrative federal work to keep them afloat.</p>
<p>Lee, president of Elite Pacific Construction, said he and Miyasaki found themselves in a battle for jobs that once &#8230;</p>

DHS Small Business Achievement Award” by the U.S. Department of Homeland<br />
Security (DHS) for its work on two projects for the United States Coast Guard at the<br />
Base Support Unit, Honolulu, Hawaii.</p>
<p style="text-align: left;">The award was presented at the 6th Annual DHS Small Business Ceremony held in Washington, D.C. on April 14th.</p>
<p style="text-align: left;">Elite Pacific Construction is the first general contractor in the State to be honored with this DHS award.</p>

<p style="text-align: left;">“The success of these projects is attributed to the hard-working efforts of our<br />
Project Manager, Marla Yoshihiro, who integrated them into an efficient schedule<br />
delivering a high quality product, with increased economic value to the U.S.C.G. Civil<br />
Engineering Unit Honolulu,” said Mathew Lee President of Elite Pacific Construction.<br />
The two projects, Rehabilitate the BEQ A/C System and Various Barracks<br />
Repairs entailed major renovations to the air conditioning system and interiors of the<br />
Bachelor Enlisted Quarters (BEQ). The planning and scheduling of construction<br />
activities to coordinate simultaneous projects to minimize the impact to the residents of<br />
the BEQ required continuous dialogue, flexibility and cooperation by all parties. With<br />
safety being a critical factor of all government projects, over 10,000 man hours were<br />
worked on this project with no lost time accidents.</p>
<p style="text-align: left;">“It was our privilege to recognize Elite Pacific Construction for their sustained<br />
high performance and quality of workmanship for the many projects they have<br />
completed for the Coast Guard over the past several years. These two specific projects<br />
that we nominated them for the DHS award, increased the air quality in the barracks and<br />
updated the finishes in the sleeping quarters and bathrooms to today&#8217;s standards.</p>
<p style="text-align: left;">Their entire staff was extremely professional and competent. I have no doubt that Elite<br />
Pacific Construction will be a dominant company in the Hawaiian construction industry<br />
for years to come.” stated LCDR Cesar Acosta, Commanding Officer of the USCG CEU<br />

<p style="text-align: left;">The criteria for Elite Pacific Construction’s nomination for the 2010 Small<br />
Business Achievement award was for quality of products, customer service, fair pricing<br />
and providing an outstanding job to one of the eight components to the Department of<br />
Homeland Security.</p>
<p style="text-align: left;">Elite Pacific Construction is a SBA certified 8(a) and State of Hawaii certified<br />
DBE general contractor. Specialties include the military market, commercial, health<br />
care, and heavy engineering. Elite Pacific Construction is also a Grand Award Winner in<br />
the 2009 BIA Renaissance Building and Remodeling Awards on their sole residential<br />
project. Headquartered in Kaneohe, Hawaii for over 5 years, they currently employ 8<br />
full time professionals, 5 of whom are licensed engineers.</p>
<p style="text-align: left;">Most recently, Elite Pacific Construction was awarded a $2 million Design/Build<br />
contract to install photo voltaic systems on various buildings at the Pohakaloa Training<br />
Area, Hawaii for the U.S Corps of Engineers as part of a MATOC contract, and are the<br />

<p><span style="font-size: 13.2px;">“IT HAS BEEN A GOOD RUN, SO FAR” SAYS</span></p>
<p><span style="font-weight: normal;"> Mathew Lee, president of Elite Pacific Construction, [nc., based in Kaneohe, Hawaii. Founded in Decemher 2004, Elite Pacific still straddles the line between a start-up and a well-established business, though in the past few years, the company has seen considerable success.</span></p>
<p>In 2005, Elite Pacific&#8217;s first year of business, the company earned  $700,000 in revenues as it worked to build its name. By the following year, however, its reputation had been built and revenues soared by more than 600 percent to upwards of $4.5 million. In 2007, business held steady until a second wind in 2008 lifted the company higher and continues to carry it along. In 2008, revenues neared $8 million and were expected  to top $12 million by the dose of 2009.</p>
<p>As a start-up, &#8220;we pretty much said yes to anything as we were getting going,&#8221; Lee admits. We&#8217;ve done commercial projects and one residential.&#8221;</p>
<p>That residential project-awarded in the early days of the business-was put out to bid as a $600,000 remodel, Lee explains, but once Elite Pacific ran the numbers, a tear down and rebuild proved more economical. That took the architect and the owners by surprise,&#8221; he says. So, at the end of the day, they had a new house and were able to make some changes. The project also won the 2009 Grand award for a major remodel from the Building Industry Association (BIA) of Hawaii.</p>
<p>Today, Elite Pacific specializes primarily in government contract work, drawing on the decades of experience within the close knit, six employee business. Lee, along with business partner and vice president, Bryce Miyasaki, previously, worked for one of Hawaii&#8217;s largest general contractors. Lee was a Project Manager and Miyasaki was a Project Director for their former company, which also specialized in government work. During that lime, the two noticed a need in the industry for capable, small-scale contractors who could handle work often overlooked by larger firms.</p>
<p><img class="alignleft size-medium wp-image-248" title="ACQ_mat" src="http://www.elitepacific.net/wp-content/uploads/2010/01/ACQ_mat1-242x300.jpg" alt="" width="242" height="300" />&#8220;We learned to handle the volumes of paperwork involved with government contract work,&#8221; Lee says.&#8221; That, I think, is what puts most people off. It is not just doing the construction work itself. The daily reporting, the quality-control plans. The safety plans-all of that is involved in doing construction for federal government. When we started our company,&#8221; he continues, &#8220;we wanted to take that big-business skill set and apply it to small business. <span style="font-size: 13.2px;">We thought there was a market for a smaller business to get some of this work, but what really troubles everyone at this level is that they don&#8217;t understand all the red tape that goes with it.&#8221;</span></p>
<p>In addition to their experience in the field, five of six Elite Pacific employees&#8211;including Lee and Miyasaki&#8211; are civil engineers. This, Lee says, adds weight to the company&#8217;s expertise, while also providing a more flexible flat-plane corporate structure. &#8220;Right now,&#8221; he says, &#8220;because of our size and the particular chemistry we have, we all enjoy what we do and enjoy working with each other. We have titles, but they don&#8217;t mean anything.&#8221;</p>
<p>At present, Elite Pacific works on projects that range from less than $1 million to $6 million plus. One notable project, completed in 2006, is the exterior rehab of Nawiliwili Lighthouse, in Kauai, Hawaii.</p>
<p>Though the project was small&#8211;only $300,000&#8211;it was notable for at least two reasons. The first is the lighthouse&#8217;s stunning location and historical signifigance. And the second, Lee says, is that &#8220;that was our first job for the Coast Guard and what has ultimately led to a great relationship. The engineeer, who was the project manager on that, did a great job.&#8221; During the project&#8217;s final walk-through, Elite Pacific achieved that rare and commendable feat of having a zero punch list&#8211;a sure-fire way, with any client, to build a lasting reputation.</p>

<p>This extensive Kailua remodel reflects the owners&#8217; very casual style of living and very relaxed style of entertaining.  The original ceiling heights were raised to a spacious 9&#8217;0&#8243; and the new garage was detached to open up the structures for improved cross ventilation and air movement.  The living room anchors the interior between the kitchen and dining space, as well as visually connecting the front yard and porch to the rear yard and covered lanai.  The master suite is tucked into the rear yard and a small garden between the suite and outdoor lanai provides a reflective indoor/outdoor relationship.</p>
<p>Materials blend into the neighborhood and include board and batten siding, travertine floors in the kitchen and bathrooms, Eucalyptus wood flooring, African mahogany cabinets and casework and wood trims throughout the house.  This home offers a great Kailua sense of place that is sensitive to &#8220;The Old Mokapu Way.&#8221;</p>
