When Mathew Lee and business partner Bryce Miyasaki left the comfort of a large, established firm to form their own construction management company in late 2004, the economy was solid and the federal contracts plentiful.
But, within three years of launching Elite Pacific Construction, the economy began to sour, private construction jobs dried up, and the competition for public works projects became fierce. More and more companies, including many from outside Hawaii, turned to lucrative federal work to keep them afloat.
